A 1-2-2 role lock the queue actually enforces, and a separate rating for every role you play.
The hard part of Overwatch customs is not measuring skill, it is composition. Ten people show up and seven of them want DPS, one will grudgingly tank, and the whole thing is resolved by whoever is willing to be unpopular in chat. Every community that has run customs for more than a month has a person whose actual job is that negotiation.
Sitting underneath it is a measurement problem that looks similar and is not. One ladder covering tanks, DPS and supports describes none of them well. Role is not a difficulty modifier you can subtract out — it is a different job with different inputs, and a player who is genuinely excellent on support and mediocre on DPS has one rating that is wrong in both directions.
Both problems have the same solution here, which is the thing worth knowing about this setup: Team Up handles them with one mechanism. Roles become a choice set on the leaderboard. Ratings are then tracked per role, and the queue is told to only assemble teams that satisfy a fixed role quota. Nobody negotiates the comp, because the queue will not produce an invalid one.
The decisions that are specific to Overwatch 2. Everything else follows the general setup guide.
Create a choice set on the leaderboard (dashboard → Option Sets) containing your roles — tank, damage, support — and set the leaderboard's rating type to Player Choices (Specific Format). Players pick a role when they queue and carry an independent rating for each one. This single decision is what makes an Overwatch ladder mean anything.
In /settings → Matchmaking Rules, set Unique Choice Matchmaking to the Balanced variant of your role choice. The queue will then only form teams that draw one of each role — which is the enforcement mechanism, not a preference.
Balanced mode defaults to one of each choice per team, which with three roles gives you a three-player team. For 5v5 you must set a Team Composition quota explicitly — tank:1, damage:2, support:2 — and the counts have to sum to your team size. This is the step people miss, and the symptom is a queue that never fills because it is waiting for a composition that cannot exist.
Party Queue requires unique-choice matchmaking to be off — a pre-made group and a per-role quota are two different instructions about who ends up on which team, and the queue will not honour both. If your community wants stack nights, run them as a second queue with the role lock disabled rather than trying to make one queue do both.
With Team Formation set to Balanced Teams, a player who queued support is balanced using their support rating rather than a blend their DPS games inflated. That is the payoff for the extra setup — per-role ratings are not a display detail, they change which teams the bot draws.

The setup above is what Overwatch 2 needs. These are the shapes a league can take with it — each has its own decisions about what to rate and what carries between sessions.
Not specific to Overwatch 2, but they cover what Overwatch 2 ladders run into.
The questions communities ask before setting up their Overwatch 2 ladder.
Team Up is free to start. Add the bot, create a leaderboard, and record your first match — the ladder builds itself from there.
